UN Calls for Urgent Action to Address Ethnic Violence in Sudan

The UN Committee on the Elimination of Racial Discrimination has raised serious concerns regarding escalating ethnic violence in Sudan, particularly aimed at the Fur, Masalit, and Zaghawa communities. On October 26, 2023, El Fasher fell after a prolonged siege, leading to widespread atrocities, including “ethnically motivated killings, torture, summary executions, arbitrary detention of civilians, and systemic sexual violence.” The situation has prompted the Committee to urge the Sudanese government to take immediate action to address these violations and prevent further escalation.

The Committee’s warning is issued through its early warning and urgent procedures mechanisms, highlighting the alarming rise of dehumanizing language and hate speech against targeted ethnic groups. Reports suggest that these violations are being perpetrated by the Rapid Support Forces (RSF) and allied groups in various regions, including North Darfur.

Urgent Calls for Investigations and Ceasefire

Volker Türk, the UN Human Rights Chief, emphasized the shocking nature of the ongoing violence, stating, “It is truly shocking to see history repeating itself in Kordofan so soon after the horrific events in El Fasher.” He urged the international community to act swiftly to prevent Kordofan from experiencing similar atrocities. He posed a poignant question: “Have we not learned our lessons from the past?”

In response to the escalating violence, the UN has called for “effective measures” from Sudan, including thorough and impartial investigations into the reported human rights violations. The recommendations highlight the need for cooperation with the Independent International Fact-Finding Mission for the Sudan, established by a 2023 UN resolution. This Mission aims to investigate the circumstances surrounding the violations and document evidence of misconduct.

The ethnic violence in Sudan is part of a broader conflict that erupted in April 2023 between the Sudanese Armed Forces and the RSF, rooted in a struggle for power among faction leaders. The UN and various humanitarian organizations have reported a severe humanitarian crisis, with Amnesty International indicating that actions may constitute war crimes.

Research conducted by the Yale School of Public Health has utilized satellite imagery to document evidence of mass killings, warning that the conduct described in their report “may rise to the level of genocide.” These findings have been shared with the UN Security Council, amplifying the urgency for action.
