California Governor Proposes Menopause Support in 2026-27 Budget
California’s Governor Gavin Newsom has unveiled a budget trailer bill proposal aimed at enhancing healthcare support for women experiencing midlife transitions. Announced this week, the proposal seeks to address the needs of millions of women in California who are facing challenges related to perimenopause, menopause, and post-menopause in the upcoming 2026-27 fiscal year.
Last autumn, Governor Newsom vetoed Assembly Bill 432, introduced by Assemblymember Rebecca Bauer-Kahan, which aimed to provide similar support. At that time, Newsom described the legislation as overly broad. He subsequently pledged to rectify the veto through a budget provision for the forthcoming fiscal year.
If approved, the new budget proposal would allocate funds for education and resources specifically tailored for women navigating these significant life stages. According to the governor’s office, the initiative is designed to ensure better insurance coverage and educational outreach regarding menopause-related health issues.
Assemblymember Bauer-Kahan expressed optimism about the proposal. In an interview with KCRA 3, she noted, “I think this is a huge win for midlife women. I was obviously disappointed when we got the veto in September, but a budget action goes into effect immediately.” She emphasized that the proposed resources would deliver vital support for women entering perimenopause, potentially transforming their healthcare experiences.
Bauer-Kahan highlighted that the budget trailer bill would provide resources comparable to those she sought in the previously vetoed legislation but through a more immediate and expansive approach. “It would offer the kind of resources that I had been aiming to provide in the vetoed bill in a different way, but in ways that are incredibly expansive as it relates to both insurance coverage and education for women entering perimenopause,” she stated.
The proposed support comes at a crucial time as many women face health challenges during midlife, often without sufficient resources or information. By addressing these needs, the budget initiative aims to improve the quality of life for a significant segment of the population.
Further details regarding the specifics of the budget trailer bill proposal are expected to emerge as discussions progress within the state legislature.
