Urgent Proposal: 54 Affordable Condos Planned in West Hartford

UPDATE: In a groundbreaking move for affordable housing, Honeycomb Real Estate has just announced plans to build over 54 condominiums in the southern end of West Hartford, just blocks from the Newington line. This proposal comes under the state’s 8-30g affordable housing law, a rarity in Connecticut as it is primarily used for apartment developments.

The Avon-based developer aims to construct six two-story buildings designed for residents earning 80% or 60% of the area’s median income. Honeycomb is currently in the early stages of securing municipal approvals, having submitted formal documents for wetlands permits. The critical review covers environmental factors like drainage and water quality, with further details on floor plans and pricing expected only after this approval is granted.

Honeycomb’s ambitious project involves two properties, both acquired this past May for a total of approximately $2.4 million. The first site, located at 60 Brook St., is nearly 14 acres and was once home to the Holo-Krome metal fasteners company. The second, a half-acre plot at 230 Newington Road, complements the main site, strategically located just west of the CTfastrak and Amtrak lines.

The proposed units will be marketed on an ownership basis, diverging from the typical rental offerings seen in most 8-30g applications in Connecticut. As project manager Lauren Mello stated, “These units will be for sale, and this application is being submitted under Connecticut 8-30g statute for affordable housing.” The site is equipped with essential public utilities, including water and electricity.

The West Hartford wetlands commission is scheduled to hear the proposal on January 5, 2024. This meeting will likely focus on environmental remediation efforts at the former industrial site, a crucial step before construction can begin.

Honeycomb is also making strides in other projects, including a 156-unit apartment complex along the Connecticut River in Enfield and 36 affordable housing units in Chester. Earlier this year, the company successfully completed The Camelot, providing 44 affordable apartments in West Hartford, transforming a problematic site into valuable housing.

The urgency of this proposal could have a significant impact on the local housing market, providing much-needed affordable options for potential homeowners in a coveted area.
