Hochul Ousts Cannabis Officials Amid Enforcement Crisis
BREAKING: New York Governor Kathy Hochul has just announced the ousting of two top officials from the Office of Cannabis Management (OCM) amid escalating tensions over the enforcement of cannabis regulations. Felicia A.B. Reid, the interim executive director, and James Rogers, deputy counsel, will leave their posts by the end of this week, according to multiple sources.
This urgent shake-up comes on the heels of increasing scrutiny surrounding the handling of illegally trafficked cannabis products and ongoing litigation involving Omnium Health, which faced a hefty $1 million fine and license revocation last month due to serious regulatory violations.
Governor Hochul stated, “New York’s cannabis market holds enormous potential,” highlighting its ability to create jobs and generate revenue for communities historically excluded from economic growth. However, she criticized the OCM for failing to capitalize on this potential, declaring, “Too often, the Office of Cannabis Management has stood in the way of the market realizing its potential.”
In her statement, Hochul confirmed that the leadership changes were necessary to restore accountability and transparency within the agency. Susan Filburn, the OCM Chief Administrative Officer, will take over as the acting head immediately.
Rogers, who led the enforcement unit at OCM, was responsible for investigating companies violating state cannabis laws, including the controversial practice of inversion. The urgency of this leadership change has drawn reactions from industry leaders, including Herb Barbot, chair of the Empire State Green Standard Alliance, who emphasized the need for stability and clear regulations for consumers.
“Disruptive leadership changes at the Office of Cannabis Management only heighten the urgency for a regulatory framework that is clear, accountable, and laser-focused on public safety,” Barbot stated.
Hochul’s decision marks a significant shift in New York’s approach to cannabis regulation. Reid was appointed to lead the agency in the summer of 2024 following the dismissal of former OCM executive director Chris Alexander. Although Reid was a candidate for the permanent position, she was never formally appointed, reflecting ongoing instability within the department.
The governor’s administration is now committed to a thorough search for the next OCM leader, one who possesses the industry experience and credibility to navigate the complexities of the cannabis market effectively. “My administration remains committed to fostering the cannabis market for consumers, business owners, and impacted communities across New York state,” Hochul added.
This development is crucial as New York continues to navigate its burgeoning cannabis industry, with the Marijuana Regulation and Taxation Act at the forefront of discussions. Stakeholders are watching closely to see how this leadership change will impact regulatory practices and market integrity moving forward.
