K Keen Officially Named Oregon’s Insurance Commissioner After Acting Role

K Keen has been officially appointed as Oregon’s Insurance Commissioner following a successful tenure as acting commissioner since June 2023. This announcement was confirmed by Sean O’Day, the Director of the Oregon Department of Consumer and Business Services (DCBS), who previously delegated the responsibilities to Keen.

During Keen’s time as acting commissioner, the Oregon Division of Financial Regulation (DFR) achieved reaccreditation from the National Association of Insurance Commissioners (NAIC) for five years. This reaccreditation signifies that Oregon’s regulatory standards align with national requirements and comes after an extensive review of the DFR’s financial analysis and examination protocols.

The DFR oversees a significant portion of the insurance landscape in Oregon, managing 40 domestic and 1,507 foreign insurance companies. Collectively, these entities wrote approximately $24.5 billion in premiums during 2024, according to data from DCBS.

Keen has prioritized consumer protection and financial stability throughout his tenure, particularly addressing pressing issues such as wildfire-related insurance risks. He has championed various legislative initiatives, including Senate Bills 85 and 829, aimed at reducing community risks and exploring innovative reinsurance programs. Keen has also advocated for greater transparency in insurance rates, ensuring that consumers are well-informed about their options.

Leadership and Experience in the Insurance Sector

Keen has effectively led the DFR during the 2026 health insurance rate review, successfully navigating uncertainties stemming from federal policies and legal challenges while maintaining market stability. “I am proud to lead a team that is filled with caring and intelligent people who are dedicated to protecting consumers and working with the state’s insurance and financial services industries to find ways to help Oregonians fulfill their financial goals,” Keen stated in a DCBS release.

Having served at the DFR since 2012, Keen brings a wealth of experience to his role. He previously practiced law in Washington State and earned his law degree from Lewis and Clark College in Portland. His background includes significant roles within the Oregon Department of Justice, as well as serving as a clerk for a U.S. Bankruptcy Court judge. He also provided legal counsel at Portland State University’s Office of General Counsel.

As Keen steps into his official role as commissioner, his focus on consumer protection and regulatory compliance will be critical in addressing the evolving challenges in Oregon’s insurance landscape.
