Celebrating Walt Downing’s Impact on Engineering Volunteerism
Volunteering plays a vital role in professional communities, allowing individuals to contribute and forge connections. One prominent figure in this realm is Walt Downing, a respected engineer and a life senior member of IEEE, whose extensive volunteer work has made a significant impact on both his career and the engineering community at large.
Downing, who serves as the executive vice president and chief operating officer at the Southwest Research Institute (SwRI) in San Antonio, Texas, has dedicated his career to advancing technology and fostering professional growth. His work spans various fields, including autonomous vehicles, cybersecurity, and space exploration. This commitment to innovation and mentorship has profoundly influenced many members of the IEEE community.
Early Inspirations and Career Development
Growing up in San Antonio, Downing was inspired by technology from a young age. His father worked at Kelly Air Force Base, which allowed him to develop a fascination with aviation. The pivotal moment in his journey came in 1969 when he watched the Apollo 11 mission land on the moon. This historic event ignited his passion for engineering and solidified his desire to contribute to significant technological advancements.
Downing’s formal education began at Southern Methodist University, where he participated in a cooperative education program while studying electrical engineering. After graduating in 1973, he joined Brown & Root, working in the petrochemical division. His career took a transformative turn when he accepted a position at SwRI, which focused on advanced technology and research for NASA and other government clients.
Over the years, Downing rose through the ranks at SwRI, eventually becoming vice president and later executive vice president and COO. His work has included early applications of microprocessors for testing systems, contributing to key projects for military aircraft such as the A-10, F-16, and B-52.
Leadership and Community Engagement
Downing’s involvement with IEEE began in 1981 through the IEEE AutoTestCon, an annual conference focusing on automatic testing in aerospace and military industries. His passion for contributing to the engineering community grew, leading him to serve in various leadership roles. Notably, he was president of the IEEE Aerospace and Electronic Systems Society and the IEEE Systems Council.
His presidency during the COVID-19 pandemic posed challenges, yet it also fostered innovation. “We started delivering our distinguished lecturers program online—which became immensely popular,” Downing recalled. This initiative allowed members to stay connected and engaged, emphasizing the importance of adaptability in professional environments.
Reflecting on his extensive experience, Downing stated, “Active engagement with IEEE maximizes the value of my membership. My involvement has expanded my network globally, creating opportunities to build relationships with other professionals.”
As chair of the IEEE Lone Star Section, Downing continues to inspire others through his commitment to mentorship. He believes in the importance of connecting with the next generation of engineers. “Get connected and stay connected to the professional community. Never stop learning about new technologies,” he advises.
