Developer Proposes 27 Townhouses in Hartford to Boost Homeownership

URGENT UPDATE: A developer has just proposed the construction of 27 new residential townhouses on vacant land at 91 Naugatuck St. in Hartford, aiming to expand homeownership opportunities in the area. This plan, submitted by Rohan Freeman Companies for Toraal Development, is currently pending review by the Hartford Planning and Zoning Commission.

The project, designed to be a “zero-lot line subdivision,” will create 27 individual lots on approximately 2.3 acres (99,810 square feet) of land. The site is bordered by Clark Street to the west and Brackett Knoll Park to the east. The city zoning office has not yet commented on the proposal.

According to zoning documents, the new homes will consist of six buildings, each featuring row-style single-family homes with shared interior driveways providing access to all 27 residences. Each unit will have two dedicated parking spaces, and a continuous carport will provide coverage for all parking areas.

The site is currently undeveloped and features remnants of former athletic courts and a section of existing pavement. As part of the development, approximately 9,000 square feet of pavement, including a speed hump on Naugatuck Street, will be removed and replaced. Additionally, around 2,000 square feet of sidewalk along Naugatuck Street will be reconstructed to enhance pedestrian access.

The developer’s plan emphasizes community connectivity, with new sidewalks and stair connections to support pedestrian circulation. Each townhouse will have direct access to public sidewalks, ensuring safe and easy movement throughout the neighborhood.

Twenty new street trees are set to be planted along Clark and Naugatuck Streets, meeting the requirement for a street tree every 40 feet of street frontage. Side and rear buffer plantings of deciduous and evergreen trees will also be included to enhance the area’s aesthetics and provide adequate screening.

This initiative is crucial for Hartford, as it addresses the ongoing demand for affordable housing options. The proposal notes that the subdivision aligns with the city’s zoning and subdivision regulations, effectively expanding opportunities for homeownership in the region.

The original parcel, comprised of nine lots, was consolidated and approved as one in May 2025. The new plan represents a significant step toward revitalizing the northeast section of the city, providing essential housing options to residents.
